So got my rma gpu today to replace my gtx 1080 sc2 that only had one fan spinning and this one only spins one fan, so though great must be something on my computer thats at fault, so dug out my old gtx 970 and put that in to check and both fans on that spin at boot up so my computer must be ok so now i've got two 1080's that only spin one fan. If you overclocked or tweaked a Sapphire GPU with TRIXX, Wattman or any other software, fans "forget" to turn on and GPU tends to overheat. This kind of a problem I encountered only on Sapphire cards. The best thing would be to completely remove (uninstall) TRIXX, MSI Afterburner (if you have these two) and AMD Crimson.

EVGA really does need to work on x1 and flush out the bugs, its embracing. Not saying that its related to your problem. This means that every fan will stop spinning, including those on the graphics card. If this happens, it means that the computer is failing the POST (power on self-test). This is a test that computers run to make sure critical components, like the CPU, are working correctly. If POST fails, the computer will never try to load an operating system.
